Reconstruction after the Indian Ocean earthquake and tsunami of December 2004 and the subsequent earthquake on Nias in March 2005

Project context

The housing reconstruction programme was implemented through the Asian Development Bank (ADB) Earthquake and Tsunami Emergency Support Project (ETESP) using two basic types of subprojects: on-budget and off-budget subprojects. Both subproject types employed both the community contract mode of implementation as well as engaged commercial contractors. A basic housing unit for reconstruction was 36 m2 built with a steel-reinforced concrete structure that could withstand earthquakes of a minimum intensity of 7.0 on the Richter scale.

The on-budget subprojects were funded jointly by the ADB and the government and implemented by the government. The off-budget subprojects were financed by the ADB and carried out by the United Nations Human Settlements Programme (UN-Habitat), a number of nongovernment organizations (NGOs), and the International Organization of Migration (IOM).

There were three main types of consultants in both types of subprogrammes: project preparation consultants, project implementation consultants and oversight consultants. The oversight consultants led the ETESP housing program and supervised other consultants.

The lead consultant from Finngroup Consultants worked as the team leader of the oversight consultants team.

Activities of the team leader of the oversight consultants team

  • Development of the housing component of the ETESP before project initiation
  • Preparation of the on-budget part of the reconstruction programme in close cooperation with project preparation consultants
  • Training of teams of social and technical facilitators at the village level
  • Validity checking of all construction documents, housing designs, area plans and guidelines for corrections before the approval of the final documents
  • Site visits and supervision missions for monitoring safety aspects of structural components of buildings
  • Organizing coordination meetings with the government, partners, and contractors
  • Development of systems for supervision taking into consideration the available building materials, local practices and economic possibilities for the local construction industry
  • Guidance, assistance, monitoring and verification of payments of off-budget partners – UN-Habitat and 4 International NGOs

Results: 6,001 new homes constructed, 1,109 houses rehabilitated, on-site basic infrastructure such as water supply, installations of waste-water treatment and electricity supply provided to the project houses

Impacts: Over 7000 internally displaced households supported with permanent and disaster resilient housing, earthquake resistant and safe building methods learned by thousands of local craftsmen and households due to community contracting and training, skills learned in communities to use common funds and to work collectively for common issues, disease outbreaks avoided due to proper water and sanitation installations
