Action plan to consolidate school infrastructure planning and financing to meet the needs of 9 years of basic education
Project context
The Government of Rwanda committed itself to providing 9-year basic education for all by 2015. A considerable amount of analysis was undertaken to move to 9-year basic education and to look at issues around sector planning, finance, teacher education, curriculum planning, school management and school infrastructure planning etc.
Activities
- To develop a framework for donor discussions for commitments for financial contributions
- Input to review the work already completed and to produce a consolidated and costed plan for maximising space capacity and the need for school classrooms in the context of the planned expansion of lower secondary education
- To provide detailed indications about the school infrastructure base for a 9-year basic education system and to provide information about the extent of needs, the capital costs and the conditions for a successful implementation

Client: Ministry of education, science, technology and scientific research of the Republic of Rwanda
Partners: Center for British Teachers
Results: Recommendation of using all partners and resources for the construction of approximately 1500 class rooms annually, to use double shifts in lower grades and to allow the use of bigger classes than 42 students
Impacts: Supporting totally approximately 2 800 000 lower grade students annually to receive classrooms for basic education
